3.1 million euros for care
A project group of the Municipal Care Conference has successfully raised funding from the state program “OrtsnahePflege BW”. With the official start on 1 July, the implementation of the project begins, which will receive a total of 3.1 million euros until December 2029. The money is intended to sustainably develop the care and care structures in the district, especially for over 65-year-olds with a care degree in the district of Lörrach. Among other things, the aim is to enable them to live independently for as long as possible and to better network support offers.
The concept of “Caring Cömmunity” for the district-wide improvement of care and care structures had been developed by numerous stakeholders from the district together with the office of the municipal care conference. Five interlinked measures are envisaged: the establishment of a district-wide case and care management network, the establishment of central digital structures for formal care and volunteering in care, the development of contact persons and case support on site, a budgeted pool of measures and the professional support by an advisory board.
Already successful measures of the Municipal Care Conference with a stabilization recommendation as well as further ideas developed in project groups are included in the joint project as well as existing structures in the district of Lörrach.
Half of the funding is provided by the Ministry of Social Affairs, Labour and Health from state funds approved by the State Parliament of Baden-Württemberg as well as funds from social care insurance and private compulsory care insurance in agreement with the state associations of the nursing funds Baden-Württemberg and the Federal Ministry of Health.
Demographic change cannot be stopped. This makes it all the more important that we can implement this forward-looking project despite tight budgetary conditions, says District Councillor Marion Dammann. The fact that our concept was able to convince in the nationwide competition is a great recognition for the successful cooperation of all participants, from the cities and municipalities to the Social Ministry of Baden-Württemberg and the nursing funds. Now it is important to get into action in good time, said Dr. Anne Göhner, Managing Director of the Municipal Care Conference.
The office of the Municipal Care Conference informs about the next project steps in a timely manner.
Background
Case and Care Management aim to “steer” people with a need for support through the care structure. In view of the increasingly tense supply situation, such targeted control is becoming increasingly important.
In 2023 to 2025, the project group 2 “Expand case and care management according to needs” of the municipal care conference Lörrach district had the task of analysing the consulting and care structures in the district in order to develop approaches for further developing the structures according to needs. The project group included people from the areas of senior citizens' representatives, senior citizens' counselling, social service of clinics, nursing support, health conference, nursing funds, municipal administration, hospice and palliative care and nursing facilities/services (ambulatory, semi-stationary, inpatient). The idea of a district-wide network was then concretized in a workshop at the “Fachtag Pflege: Versorgungskonzept der Zukunft?!” in November 2024 and subsequently further developed with the project group. The district assembly unanimously approved the application and the implementation of the concept in July 2025.
The municipal care conference Lörrach district has existed since 2021. It develops networked solutions to use existing resources purposefully and effectively and to meet challenges in a bundled manner. The office of the Municipal Care Conference is supported by funds from the Ministry of Social Affairs and Integration Baden-Württemberg. The initial implementation of the projects is carried out by Kreismittel. All measures will be evaluated. Successful measures can be recommended by plenary. In such cases, a consolidation concept shall be drawn up and presented to the relevant bodies. The aim is to consolidate successful measures in close cooperation. In July 2025, the following measures were received as a stabilisation recommendation: nursing training ambassadors, activating home visits, digital health and care skills of senior citizens and carers.
